MINUTES
PLAN COMMISSION MEETING
FEBRUARY 23, 2004
The meeting was called to order by Chair Barbara Grenlie at 7:30 p.m. The Secretary certified the notice of meeting was posted at the Black Earth State Bank, the Amcore Bank in Mt. Horeb, at the Town Hall and the on the Town Web Site and published in the News Sickle-Arrow and Mt. Horeb Mail newspapers.
Members present: Barbara Grenlie, Bill Hanson, Marian Swoboda, Marc Robertson Donald McKay, Jim Elleson and Steven Frame.
APPROVAL OF MINUTES
Motion was made by Jim Elleson seconded by Bill Hanson to approve the minutes of the February 2, 2004 meeting. Steve Frame abstained due to his absence.
REQUEST FOR GARAGE CONSTRUCTION APPROVAL - JOHN DIMPFL
Having received a Zoning Permit from the County to construct a garage at 4430 Hwy 78 indicating all setback requirements had been met and that no zoning change was necessary, John Dimpfl appeared before the Commission seeking town approval. Whether or not a driveway permit should be required was considered. A map of the positioning of the garage upon the parcel showed that the current driveway would need to be extented about 50' but that no excavation would be necessary.
Motion was made by Jim Elleson seconded by Bill Hanson and carried to recommend to the board that inasmuch as the driveway extension will not change the topography of the land thus not requiring a driveway permit that the construction of the garage at 4430 Hwy 78 be approved.
It was agreed that the commission should seek further clarification at some future date as to the circumstances under which a driveway permit should be required.
REQUEST FOR SETBACK VARIANCE TO ENABLE HOME ADDITION
BARBARA FESS
At the request of the Commission, Barbara Fess presented a letter explaining the hardship that would be involved if the variance application was denied along with showing the encrochment the proposed addition would make into the setback requirement. The need for additional space was related to lack of safe access to the bedroom above the kitchen; the encrochment of the proposed addition into the setback was five feet.
Motion was made by Bill Hanson seconded by Jim Elleson to recommend to the board approval of the setback variance requested by Barbara Fess in order to build an addition on to her home at 4201 County Hwy F.
CONSIDERATION OF AN APPLICATION FROM BRIAN & LeANN HAROLDSON FOR REZONING, HOME SITE AND DRIVEWAY APPROVAL
Having been able to work out an arrangement with his neighbor Larry Ziemer to obtain sufficient frontage on a public road to meet Dane County's 66' frontage requirement for new parcels, Brian Haroldson returned to the Commission to request a zoning change, home site and driveway approval on his new parcel at 3480 County Hwy JG.
The commission informed him that a certified survey map, along with a driveway plan and county soil erosion plan together with home site location drawn in accord with Land Use Intent Form specifications would need to be submitted prior to the next site visit in order for the commission to be able to give consideration to his request. He said he would seek help from an engineer and work to get the certified survey map completed.
